of course a cirno game would have this happen 😅 it works on my computer, so this kind of issue is mostly likely 1. it didnt download correctly, just try downloading again to see if that works, 2. your antivirus snagged pieces of code from the game and wont allow it to run, in which case turning it off should allow the game to work (or redownloading it with it off, one of those lol), and/or 3. youre missing a driver on your computer, but this is the least likely and i suggest the others first. hope it works next time you try!
More than likely, you either don’t have DirectX Version 9 installed at all, or it’s corrupted. I had this error myself earlier while trying to play Touhou 9. Here’s a link to the legacy versions of DirectX installer: https://www.microsoft.com/en-us/download/details.aspx?id=35.
Note that this only installs (or installs over old versions of DirectX and it doesn’t touch the latest DirectX 12, so you don’t need to worry about messing things up for newer games.).

The Best Cirno Day.exe - System Error
The code execution cannot proceed because d3dx9-37.dll was not found. Reinstalling the program may fix this problem.
